No Cuts or Caps to Medicaid
In order for disabled people to live in the community, they must have long term services and supports (LTSS). These priority services help a person eat, dress and cook, work and participate in life. Without HCBS, disabled people face isolation, poor health and institutionalization.
End the Institutional Bias
There needs to be a mandatory LTSS benefit, available everywhere, with uniform eligibility and that is portable and flexible, including during disasters and emergencies.
Fair Wages and Benefits for the LTSS Workforce
The workers that assist disabled folks with LTSS are highly skilled and have specialized knowledge. Without workers there are no LTSS. The LTSS workforce needs a living wage and benefits like paid time off, windshield time and healthcare (As do all workers)
Housing – Affordable, Integrated, Accessible
No cuts to housing funding under Housing and Urban development (HUD). Expand housing development and rent subsidy programs targeting low and extremely low-income people with disabilities. Expand access to accessible home modification programs to enable people to leave or avoid institutional settings.
Money Follows the Person (MFP)
MFP should be a mandatory, permanent Medicaid program. It’s been proven effective in better serving disabled folks and cost savings compared to institutions
